cosmetic regulatory coverage
Cosmetics Regulatory Consulting EU
Bringing a cosmetic product to market means navigating safety assessments, dossier requirements, and notification portals, across several jurisdictions if you are targeting more than one market. AML Global manages the full regulatory lifecycle under Regulation (EC) No 1223/2009, from PIF preparation and safety assessment through to CPNP notification and Responsible Person services. For brands entering FDA MoCRA or GCC markets, we run parallel compliance work so market entry timelines align.
Frequently asked questions
Can you manage a food and cosmetics product portfolio across multiple EU countries through one contract?
Yes. Many of our clients sell both cosmetics and food supplements. We cover both categories and all your target markets with one team and a single agreement, so notifications, labels and dossiers are coordinated from one point of contact instead of several local providers.
Do I need a Responsible Person to sell cosmetics in the EU?
Yes. Under Regulation (EC) No 1223/2009, every cosmetic placed on the EU market must have a Responsible Person established in the EU, who keeps the Product Information File (PIF) and is accountable for compliance. Brands based outside the EU can appoint AML Global as their Responsible Person.
What is needed before notifying a cosmetic in the CPNP?
A complete Product Information File (PIF), including the cosmetic product safety report signed by a qualified safety assessor, and a compliant label. The CPNP notification is then submitted before the product is placed on the market. We prepare the PIF, coordinate the safety assessment and submit the notification.
Can you also help us sell cosmetics in the US and GCC?
Yes. We cover FDA requirements under MoCRA and GCC/GSO market registration, running that work in parallel with EU compliance so entry timelines in each market stay aligned.
